GUTTA-RI is a dazed, depleted kind of exhaustion or weakness—the sort that makes you feel you cannot get up and do anything.
Plants that have lost their vitality and are hanging limp can also be GUTTA-RI.
The cause does not have to be physical exertion. You can be mentally GUTTA-RI after being thoroughly fed up or drained by an unpleasant experience, even if your body itself is not tired.
The common image is that strength and vitality have gone out of the person, animal, or plant.

For Japanese Learners
Exhausted, worn out, wiped out, drained, and limp may fit. For a person, “I’m completely wiped out” often captures the conversational force well. For a plant, wilted or limp is more natural. GUTTA-RI is much stronger than simply being tired.
