Dogmatic Opinion
OTTO-RI feels like an inborn disposition, or a temperament shaped by the environment in which someone grew up. It seems difficult to acquire deliberately later in life.
I would not call OTTO-RI straightforward praise, but neither is it an insult. The word can contain a faint trace of irritation or concern from the people around the person: they are wonderfully calm, perhaps—but couldn’t they move or react just a little faster?
It is used mainly for personality and manner of speaking: someone who does not rush, remains gentle, and has a naturally relaxed pace.
