Dogmatic Opinion
TAPPU-RI strikes me as an unusually neutral expression. It basically says that there is a large or sufficient quantity; the word itself is neither positive nor negative.
Still, the idea of “enough” matters. Some invisible threshold of sufficiency has been comfortably reached or exceeded.
That is why TAPPU-RI works not only with physical substances but with time, confidence, charm, sarcasm, and other things that can be conceptualized as existing in an amount.
The image is abundance with room to spare.
Proximate Expression
plenty
fully
abundantly

For Japanese Learners
Plenty of, ample, abundant, generously, and a good amount of are useful. “時間がたっぷりある” is “I have plenty of time”; “クリームをたっぷり使う” is “use plenty of cream” or “use the cream generously.” TAPPU-RI emphasizes comfortable sufficiency rather than merely “many.”
