Dogmatic Opinion
“Puka Puka” and “Pukari” describe a light object floating on water such as the sea, a river, or a bath, so “Pukkari” also refers to such a state.
The image gently swaying up and down, left and right, by the force of waves and water currents.
It’s not “Pukkari”, even if something as massive as an aircraft carrier or a steel ship is floating around.
