Dogmatic Opinion
In most cases, it is the belly or stomach that gets “Pokkori”.
The image is that of an infant, or rather, the chest is thin, but only the belly is noticeably swollen due to food or water (sometimes starvation).
I feel that the contrast between the flat area and the expanded area must be clear, rather than simply being more bulky than the surrounding area.
The breast or nipple area is not called “Pokkori”.
