Dogmatic Opinion
In the past, this expression was used for women, but today, I don’t think there is any distinction between men and women, adults and children.
There is also a “Pocchari” old man.
It is neither skinny nor fat, but rather a favorable description of a leaning fatter than the middle of the two.
On the other hand, it is also a euphemism for an obviously obese body type.
