Maybe it’s a dialect.
The state in which the ends of the hair (especially the bangs) are straight, as if they were cut with a pair of scissors.
The term “Pattsun” seems to be more popular.
Is “Pattsuri” of ① an allusion to “Patsu Patsu”, “Patsun Patsun”, “Tsuppari”?
